In Colorado, stormwater discharges associated with construction activities are regulated by the Colorado Department of Public Health and Environment (CDPHE). Projects that disturb one acre or more of land (or are part of a larger common plan of development that disturbs one acre or more) are required to obtain a Colorado Discharge Permit System (CDPS) General Permit, specifically the COR400000 permit.1
To comply with this permit, contractors and developers must develop and implement a Stormwater Management Plan (SWMP). The SWMP outlines the specific Best Management Practices (BMPs) that will be used on the site to minimize erosion and prevent sediment from leaving the property.
Common Erosion and Sediment Control BMPs

3. Vehicle Tracking Control (Construction Exits) When heavy equipment leaves a muddy site, it tracks dirt onto public roads. This dirt eventually washes into storm drains. A stabilized construction exit—typically a thick pad of large, angular crushed rock underlain with geotextile fabric—is required to knock mud off tires before vehicles enter paved streets.
4. Surface Roughening and Grading Proper grading techniques can significantly reduce erosion potential. Surface roughening involves creating horizontal grooves or tracks across a slope using heavy equipment (like a bulldozer). These grooves catch water and seed, reducing runoff velocity and promoting vegetation growth.
5. Temporary Seeding and Mulching Exposed soil should not be left bare indefinitely. Temporary seeding with fast-growing grasses, combined with mulching (such as crimped straw or hydromulch), provides a protective cover that shields the soil from rain impact and wind.
The Importance of Maintenance
Installing erosion control measures is only the first step; maintaining them is equally important. The CDPHE COR400000 permit requires regular site inspections, typically at least every 14 days and within 24 hours after any significant precipitation event.1
